Estonia outside of Tallinn is genuinely worth the effort, the countryside opens up quickly once you leave the city and the coastal roads along the Baltic have a completely different feel to anything in Western Europe. For a motorcycle rental it's worth sorting the paperwork before you fly out, most reputable rental companies will want to see an international driving permit alongside your regular licence so having that ready saves time on arrival. The roads in rural Estonia are generally in decent condition but some of the tracks leading down to the more remote beaches are unpaved so checking what terrain the bike handles before you pick it up is sensible.
